Turn signal problem (position lights turns on)

I am assembling a 2003 STI after a paint job and I can't get the turn signals to work. The hazard light turns on the rear lift and front position lights.

Has anyone any ideas where I should look? Seems like a ground fault?

Where is the turn signal relay located?
