EJ22 idle stuck at 3500rpm?

have a 99 OBS with a stock EJ22 (other than crappy aftermarket intake), manual transmission. was working fine for a while but a friend's wife was driving and idle stuck at 3500rpm. drives fine but wont go below that unless under load. took off IACV, cleaned and replaced gasket, no help.

could this be a TPS issue?

also trying to think if theres a way to check that IACV is working, maybe by taking off IACV and turning car on and watching if the nub moves...
