Intake manifold w/ picture

I took my intake manifold off to replace old vacuum lines and more importantly learn whats what and where on the engine lol

I took this off but I cant get a solid answer on what it is. I believe its a IACV. It has a sensor on the top that I took off, its magnetized. On the bottom of said the "iacv" there is a brass colored plate with a 14mm "bolt".

The other question is why it had rtv on the brass plate on the bottom of the part.
